◎Introduction
On October 26, 1999, a young woman named Shiori Ino was stabbed to death in front of JR Okegawa Station in Saitama Prefecture, Japan.
The victim had reported the case to the police many times due to long-term stalking and harassment, but the police ignored it and ultimately failed to prevent the tragedy. In the process of investigating this incident, reporter Qing Shuijie followed the guidance of the "last words" left by the victim before his death, visited many parties to verify, and found the perpetrator in the case of the police ignoring clues and failing to investigate, and then exposed the police's indifference and perfunctory response to the victim's report before his death, as well as the attempt to discredit the victim and cover up the fact of dereliction of duty after the incident.
This case caused a strong social response and prompted the introduction of Japan's "Stalking and Harassment Behavior Regulation Act."

About the Author
Kiyoshi Shimizu, born in Tokyo in 1958, is a famous Japanese investigative journalist. He worked for Shinchosha's "FOCUS" magazine and later moved to the social department of Nippon Television. Since he became a magazine reporter, he has been committed to investigative reporting centered on crimes and accidents. His representative works include "The Okegawa Stalker Murder Case" and "The Murderer Is There - The Hidden North Kanto Serial Kidnapping and Murder Case". He has won the Japan Journalists Conference (JCJ) Award, the Japan Mystery Writers Association Award, the Shincho Documentary Award, and the Japan Private Broadcasting Association Award for Excellence.
